Knowledge Management Configuration in portal 7.3

Hi SDN,

I am configuring Knowledge Management in portal for the first time using the following link.

Nothing is happening when I click on Global Services/Repository Managers or any other Sub Area in System Administraton->System Configuration->Knowledge Management-> Content Management. Do we need to configure any services before starting here. Please provide me any document.
